Stephen Hammond says "I honestly don't know how much of an impact this will be, but I just refuse to not try." Hammond would like to see the sale of spray paint restricted to minors while also requiring retailers throughout Victoria to keep the cans locked-up in protected cabinets in order to prevent theft of the product.
