A protester is caught on video using spray paint against a cop in civilian clothes during an Independence Day rally in Kalaw, Manila. The NCR Police Office says the police officer was about to accost the protester for vandalism when the spraying incident ensued. The rallyist was able to evade arrest. “Tinangka siyang arestuhin.
